The flax check-off of $2.36 per tonne of seed and $0.50 per tonne of straw came into effect on August 1, 2012, replacing the initial levy which was instituted August 1, 1996. The levy increase was voted upon and unanimously agreed to by registered Saskatchewan flax producers on March 19, 2012. The levy continues to be mandatory but refundable and supports research, communication and market facilitation activities to further enhance Saskatchewan's flax industry.
All flax producers who contribute to the levy and who do not request a refund have the right to participate in elections to the board of Saskatchewan Flax Development Commission, stand for election as a director and bring forward resolutions for other members to consider.
Provincial regulations stipulate that those producers wishing their check-off returned must file with the commission using the appropriate application forms.
The process for rebate follows one period. The period is August 1st to July 31st the following year. Rebate applications must be received by the deadline of August 31st for the year the rebate is being requested. Rebate applications that are not received by the deadline or covering flax sold outside the time frame are not eligible for rebate.
The Commission, after the period deadline, verifies each request for rebate and must have issued cheques to producers by October 31st.
